Call for Proposals – Deadline 7th March 2025
Introduction
Funding Fairer Futures action is co-funded by the European Commission under the Development Education and Awareness Raising (DEAR) Programme. It focuses on providing capacity-building and financial support to civil society organizations (CSOs)/ disabled people’s groups to deliver impactful awareness-raising, campaigning, advocacy and community engagement projects for climate justice. Together, supported projects, CSOs/groups and partners will raise awareness and interest of people living in Europe for climate justice and empower them to take action for climate justice, while promoting gender-transformative and disability inclusive actions and policies. Funding Fairer Futures will launch several calls for proposals until 2027: this is the first cycle.
This call for proposals is one among 5 launched by the different partners of the project.

Objectives of the Call
CBM Ireland will fund collective, grassroots. movements of disabled people in the Global South. This is called the Inclusive Climate Action Seeds Grant. These movements will be able to effectively engage with the processes and policy making developments so that DPOs/OPDs are meaningfully engaged and consulted in the creation, implementation and oversight of climate and social justice policies.
This Call for Proposals (CfP) seeks to fund projects that align with the objectives and priorities of the Funding Fairer Futures Action and the DEAR Programme.
Specific objectives:
CBM aims to support grassroots Disabled People’s Organisations (DPOs/OPDs) in Africa and Asia (Burkina Faso, Kenya, Nigeria, Zimbabwe, Nepal, Laos, Philippines, Bangladesh) to engage in climate justice activities such as capacity building, transformative advocacy, people's hearings, and collective engagement.
Campaigning priorities:
We are looking for DPO partners that will actively engage in and contribute to our campaign for a Just Transition, which we understand as a comprehensive, systemic shift toward a more equitable and sustainable society that tackles the root causes of injustice within economic, political, and social structures.
With this campaign we aim to advance the justice dimension of four guiding pillars:
ending reliance on fossil fuels and boosting green transition,
leveraging the transition to create better lives,
transforming food systems and agriculture,
and securing the financial resources necessary to drive the transition.
We welcome your project ideas that can enrich this ongoing initiative and support these pillars. Proposals in other areas which strongly contribute to a just transition and climate justice will also be considered.
We encourage proposals that help strengthen civil society and challenge systemic inequalities, two key cross-cutting areas of the campaign.
Project Scope and Requirements
In Funding Fairer Futures there are 3 categories of funding. Each category offers different levels of financial support and comes with specific reporting requirements and expectations for participation in the annual campaigning priorities.
CBM will provide Category 2 subgrants to DPO/OPDs in the Global South up to 10,000 euro each. These are called the Inclusive Climate Actions Seed Grants. Over the next 4 years, CBM Ireland will fund 20 DPOs/OPDs.
Number of projects to be supported: While we aim to award grants to the listed number of organizations. The final number of funded projects will depend on the availability and distribution of funds among the selected subgrantees. The Selection Committee reserves the right not to allocate all the available funds if the quality of applications does not meet the required standards. In such cases, unallocated funds will be carried over to the budget of the subsequent funding cycle.
Funding Limits: The Inclusive Climate Action Seed Grants have a limit of 10,000 euro. However, this is to fund activities required to take part in inclusive climate and social dialogue – if your organization requires Reasonable Accommodation measures, then please download and return the Reasonable Accommodation form.
Reporting Requirements: It is important to note that this funding is provided under the European Union's funding framework, which entails rigorous reporting and results monitoring requirements. All subgrantees will need to submit periodic narrative on activities and results, along with supporting documents such as photos, outreach materials. In addition to these, all grantees will be encouraged to take part in the overall campaigning activities.
Project Duration: All projects can have a duration between 6 to 30 months. Projects should end no later than October 2027.
Visibility Requirements: All selected projects must adhere to the visibility and communication requirements by including the logos of the donor in all publications, references, documents, news and any other visibility and communication action relating to the project.
Eligibility Criteria
To be eligible for funding under this Call for Proposals, applicants must meet the following eligibility criteria:
Eligible Entities
Applicants must:
i) be a legal person (category 1, 2, 3) or an entity without legal personality (category 2 and 3 only)
ii) be non-profit making
iii) if a legal person, be a Civil Society Organization (CSO) or an association of CSOs constituted in accordance with the legislation in force in the country
iv) be established in a country listed in this Call for Proposals
v) not be a beneficiary of a grant (neither lead, nor co-applicant, or affiliated entity, nor associates or contractors) in the frame of the European Commission's DEAR programme
vi) not have the financial, administrative or operational capacity to compete directly for EU funding under the EC DEAR 2022 CfP EuropeAid/173998/DH/ACT/Multi
vii) adhere to EU due diligence requirements, as listed in the Declaration on Exclusion Criteria
viii) declare that they have not received and are not expecting to receive financial support from another project resulting from the EC DEAR 2022 CfP EuropeAid/173998/DH/ACT/Multi
ix) be an organization that responds to and is driven by the collective voice of its disabled members who reflect its community of interest and must be governed by a significant majority of disabled people and meet its membership criteria.
x) Eligible Locations:
As per eligibility criteria iv, the applicants must be based in the below-listed countries:

Eligible Activities:
The proposed activities must align with the objectives and priorities of the Funding Fairer Futures Action and the DEAR approach.
Types of activities:

● Social enterprise that addresses climate change and disability inclusion.
Please ensure that the proposed activities are in line with the overall objectives and campaigning priorities set out in this Call for Proposals.

Application Deadline: The proposals must be submitted in English by 7 March 2025, 23:59 CET.

Evaluation and Selection Criteria
The exact amount of financial support will be decided by the Selection Committee following the principles of sound financial management, regarding economy and efficiency.
The Selection Committee will respect adequate representation of organizations in respect to geographical location, size, and thematic focus areas.
Proposals will be evaluated based on the following criteria:
● Relevance (30%)
● Potential Impact (20%)
● Coherence of project design (20%)
● Capacity and credibility (15%)
● Added-value of the funding (15%)
Preliminary results will be communicated to applicants via email. Shortlisted applicants will be subject to a partnership assessment, to evaluate their organizational, operational and financial capacity, and will be required to submit additional documentation as part of this assessment.
The Selection Committee may engage in a process of mutual communication with the shortlisted applicants to discuss potential adjustments or improvements to their proposals. Applicants will then be able to refine and resubmit their proposals based on this dialogue.
All applicants will be informed individually by email about the results of the selection process.
Applicants are encouraged to review all sections of this Call for Proposals carefully and ensure that their proposals meet all requirements.
Other Benefits for subgrantees
What is in it for you with the Funding Fairer Futures initiative? In addition to providing subgrants, we offer a tailored and comprehensive program designed to build capacity, foster engagement, and provide ongoing support. There will be one mandatory online training session for Category 2 subgrantees.
● Capacity building: We will provide training (in-person and online) along with tailored support, on key topics such as project management, finance, HR, organizational management, fundraising, inclusivity, and gender. Our goal is to help strengthen your internal policies and practices, enhance organizational and project delivery capacity, and share useful toolkits and resources.
● Campaigning and Advocacy: You will receive capacity-building support in advocacy, policy development, and campaigning strategies. Engage as a co-creator in the Funding Fairer Futures Just Transition Campaign, share impactful stories, join key campaign moments and develop your own actions.
● Fundraising Support: Fundraising and crowdfunding will be an important pillar of the sustainability of the financial support provided to organizations. We will provide training on how to develop a fundraising strategy and funding plans, how to submit institutional funding applications and how to develop a winning crowdfunding campaign.
● Network Weaving and Collaboration: You will have the opportunity to participate in both online and in-person events designed to foster value exchanges and build meaningful relationships. You will become part of the CBM Global partnership network, connect with diverse NGOs and movements across Europe and the Global South, and be empowered to enhance your strategic engagement, strengthen collaboration, and deepen connectivity.
● Visibility, Communication and Mobilization: You will have access to communication and mobilization workshops including training on how to speak to the media. Your organization will benefit from added visibility and recognition through the Funding Fairer Futures and consortium communication channels. For instance, you can share your stories (blogs, photos, videos) in our “Climate Justice in Practice” virtual repository.
● Collective Impact: Join forces for greater collective impact, catalyzing and empowering people and civil society engagement in collective action for climate justice, sustainability, and a just transition.
